Vanuatu and New Zealand partnershipNZAID on the groundEducationNZAID’s focus is to increase access to, and quality of, basic education, especially at primary school level. NZAID has led the donor community’s support for Vanuatu’s move towards a Sector Wide Approach (SWAp) in Education. The aim is for all donors to align funding with the Government of Vanuatu’s own national education plan, and channel resources through government systems rather than running separate projects. The education SWAp will support improved resource planning and capacity building, and donor funds will be reflected in national budget allocations and auditing processes. NZAID’s support so far has included establishment of the Education Partners’ Group, which has a Code of Conduct signed by donors to show their commitment to improved donor coordination, alignment and harmonisation. NZAID support has also enabled the establishment of a comprehensive education database (Vanuatu Education Management and Information System) to support evidence-based policy development and planning. NZAID and AusAID have conducted joint missions to assess the institutional and financial management capacity of the Ministry in order to better build its capacity toward a full future SWAp. |
AUSAIDAustralia's assistance to VanuatuAustralia’s development assistance program in Vanuatu is guided by the recently signed Vanuatu–Australia Partnership for Development and the Australia-Vanuatu Joint Development Cooperation Strategy 2005–2010. It supports the Vanuatu Government’s Priorities and Action Agenda 2006–2015. The Vanuatu-Australia Partnership for Development, signed in May 2009, will provide additional assistance to mitigate the impact of the global recession and accelerate progress towards the MDGs. The partnership reflects the commitment by the governments of Australia and Vanuatu to the principles of mutual respect and mutual responsibility. Both partners acknowledge Vanuatu’s leadership of its own development policies and the requirements of each government to account to its parliament and people on the contribution of national resources to development. As of March 2008, Australia was Vanuatu's biggest aid provider, followed by France. Australia has provided the bulk of Vanuatu's military assistance, training its paramilitary mobile force and also providing patrol boats to patrol Vanuatu's waters. This year 2010 marks another strong image of friendhsip when the government of Australia, with other aid donors, helps the Vanuatu government to provide free school to all the children from year 1 to 6. Australia is the biggest aid donor to Vanuatu and still retains strong economic and cultural ties with Vanuatu. |
Millenium Challenge Account VanuatuThe Government of the Republic of Vanuatu has received a grant from the Government of the United States of America through the Millennium Challenge Corporation (MCC) to support a five-year Program of investments in the Transport Sector, aimed at facilitating poverty reduction through economic growth. Vanuatu is now in the implementation phase of the program. The Program was developed by the country through a consultative process, is designed to reduce poverty through infrastructure development to enable farmers in rural areas to get their produce to the markets and to foster development of the tourism industry.
