PM Salwai speech during handing over of water tanks
On behalf of the Government of the Peoples Republic of Vanuatu, I have the honour to acknowledge the receipt of Your Excellency’s letter of 12th September 2017 which reads as follows:
On behalf of the Government of the People’s Republic of China, I have the honour to confirm that our two sides, through friendly consultations, have reached an agreement as follows:
At the request of the Government of the Republic of Vanuatu, the Government of the People’s Republic of China agrees to provide with the Vanuatu Government 131 water tanks with the capacity of 6,000 litre and 15 water tanks with capacity of 10,000 litre and to deliver the aforementioned goods to Port Vila. All expenses of 2,600,000.00 RMB Yuan (say two million six hundred thousand Renminbi Yuan only) arising from the above shall be paid from the grant assistance stipulated in the Economic and Technical Cooperation Agreements between the Governments of China and Vanuatu signed on November 19th, 2016.
The Vanuatu side shall be responsible for and bear the expenses of customs clearance, taking delivery of the goods, local transport and distribution of the goods, upon arrival of the above – mentioned water tanks in Port Vila.
Upon arrival of the above mentioned- goods at Port Vila, both sides shall jointly examine the quality, quantity specification of the goods and then subscribe the handover certificate.
Based on this letter and Your Excellency’s reply, the institution designated by the Chinese Government shall issue the bill of account in quadruplicate for the settlement of the above – said expenses in lump sum through China Development Bank and Reserve Bank of Vanuatu.
If Your Excellency could kindly confirm the above by a letter of reply on behalf of your esteemed Government, this letter and Your Excellency’s reply shall constitute an agreement between our two Governments.
I have the honour to confirm on behalf of the Government of the Republic of Vanuatu the foregoing arrangements and to agree that Your Excellency’s letter and this letter shall be regarded as constituting an agreement between the two governments , which will enter into force on the date of this reply.
I avail myself of this opportunity to extend to your Excellency the assurances of my highest consideration.
